Welcome
I'm Heidi Soulsby and have been proud and privileged to have been a People's Deputy since 2012.
Welcome!
Hi there and thanks for visiting my website. I’m Heidi Soulsby and am a People's Deputy. I was first elected to the States of Deliberation in May 2012 and during my first term I served as Chair of the Public Accounts Committee, Deputy Minister of the Health and Services Department and Member of the Scrutiny Committee, Constitutional Investigation Committee and Commerce and Employment Department.
In May 2016 I was elected as President of the Committee for Health and Social Care, under the new machinery of government.
In the 2020 General Election, the first under the Island Wide Voting system, I came 2nd. I was elected the first female Deputy Chief Minister and held that post until November 2022 until I resigned. I am currently Vice Chair of the Commonwealth Parliamentary Association Guernsey Branch Executive Committee and a Governor of the Board of The Ladies’ College.

I took an active part in the campaign against the closure of St Andrew’s Primary School. It was a tough battle but I was honoured to be part of a fantastic team of people who worked so hard to try to save their wonderful school. Sadly, it all came to…

I spoke in support of an amendment against a particular resolution of the SACC report where, in effect, it stated that it was not possible to support a matter where it went against your interest. Here’s my speech. I have to say, when I read the proposed changes to rule…

The Environment Dpartment’s report on coastal defences was pushed back to the September 2013 meeting. This was a report that interested me as a geographer and I spoke broadly in favour of it, whilst commenting that it was a travesty how little has been spent on coastal defences for decades….

I was pleased to support Deputy Fallaize’s amendment to the Government Service Plan and delighted that it was passed. The reasons why it required amending are set out in my speech below. Sir, It might be considered either very eager or a bit sad, but I actually thought it…

The accounts of the Guernsey Financial Services Commission were debated in the July 2013 States meeting. It became quite a heated debate, with the outcome being a successful amendment that resulted in the States reviewing how it will be funded in the future. Sir, Last year I stood up…

I had concerns reading the SAMP Report in the July 2013 Billet. Broadly, it appeared to be restruturing the civil service through a property rationalisation project, which to me was the wrong way of doing things. My speech in the States covered the issues. I was delighted that the amendment…
