Welcome
I'm Heidi Soulsby and have been proud and privileged to have been a People's Deputy since 2012.
Welcome!
Hi there and thanks for visiting my website. I’m Heidi Soulsby and am a People's Deputy. I was first elected to the States of Deliberation in May 2012 and during my first term I served as Chair of the Public Accounts Committee, Deputy Minister of the Health and Services Department and Member of the Scrutiny Committee, Constitutional Investigation Committee and Commerce and Employment Department.
In May 2016 I was elected as President of the Committee for Health and Social Care, under the new machinery of government.
In the 2020 General Election, the first under the Island Wide Voting system, I came 2nd. I was elected the first female Deputy Chief Minister and held that post until November 2022 until I resigned. I am currently Vice Chair of the Commonwealth Parliamentary Association Guernsey Branch Executive Committee and a Governor of the Board of The Ladies’ College.

I made this speech at the States Meeting of July 2012. I was in favour of the Requete to bring in electronic voting and against the amendment to have the States Assembly and Constitution Committee go away and do yet more research on an appropriate system. Unfortunately, the amendment came…

The following questions were asked of the Deputy Chief Minister in relation to the 2011 financial statements of the Guernsey Financial Services Commission. Following my comments I was invited to meet the Director General of the GFSC. In light of the fact the GFSC has made a surplus of £2.5m…

I made my maiden speech to the Assembly at the States Meeting in July 2012. It was on the subject of the States Accounts for 2011 that had been laid before us for approval. Sir, The Insititute of Chartered Accountnats once engaged consultants to find out why people…

After a busy start to the term I thought it might be a good idea to begin posting the speeches I have made in the Assembly here. These will only be those that have been prepared in advance and, as such, don’t represent everything I’ve said. I’ll write up these…

The agenda for the June States meeting was quite short and matters were wrapped up before lunch. However, this should not be taken to mean that the issues debated were of minor consequence. There were 2 main subjects that have future ramifications for the Island but in very different ways….
