Welcome
I'm Heidi Soulsby and have been proud and privileged to have been a People's Deputy since 2012.
Welcome!
Hi there and thanks for visiting my website. I’m Heidi Soulsby and am a People's Deputy. I was first elected to the States of Deliberation in May 2012 and during my first term I served as Chair of the Public Accounts Committee, Deputy Minister of the Health and Services Department and Member of the Scrutiny Committee, Constitutional Investigation Committee and Commerce and Employment Department.
In May 2016 I was elected as President of the Committee for Health and Social Care, under the new machinery of government.
In the 2020 General Election, the first under the Island Wide Voting system, I came 2nd. I was elected the first female Deputy Chief Minister and held that post until November 2022 until I resigned. I am currently Vice Chair of the Commonwealth Parliamentary Association Guernsey Branch Executive Committee and a Governor of the Board of The Ladies’ College.

My blog
I have built up this website since 2012 and it now contains articles on a whole range of matters of public interest. Most of the posts are taken from speeches I have made in the States of Deliberation, although not all. I have not missed a single day of a States meeting since I was elected.
I made the following speech when we debated the Scrutiny Management Committee’s report on In-Work Poverty. Sir, In-work poverty is something that Government should address and I really believe it is a worthy topic for a Scrutiny Committee to investigate. But the debate so far really hasn’t really explored it….

I made the following speech in relation the HMIC report that was brought to the States for debate. Sir, I am going to keep what I have to say brief and focus on just 2 points. Firstly, the inspectorate comment that in a small island environment there is a particularly…

Dear Sir I am making this statement following the inquest into the tragic death of baby Jack Tually that concluded on 18th January. In doing so, I am fulfilling a promise I made last year. But before I begin I would again like to take this opportunity to publicly and…

Sir, the States gave its unanimous support to our Partnership of Purpose policy letter almost one year ago to the day and we have been making great progress. This set out the future of heath and care services for the Bailiwick and as we reach its first anniversary, I wanted…

I made this speech in the debate on a requete laid to bring in all NICE approved drugs and treatments. I laid an amendment on behalf of HSC to ensure that such a decision was not made without a proper evidence-based review as we knew the costs would be considerable…

I was delighted to be able to bring a policy letter to the States proposing an opt-out organ donation scheme which was passed by the Assembly. Here is my opening speech. Sir, The donating of an organ is a precious gift. It can be life changing. It can be life…

The speech I made in the general debate on the budget. Sir, As is customary will begin by commenting on the budget in so far as it affects HSC and then speak more generally. The headline summary of HSCs submission does not reflect the wide range of challenges and considerations…

I made this speech when I laid an amendment seeking to introduce electronic voting to the States. I was pleased that it passed. Sir, Electronic Voting is one of those subjects, like Sunday Trading that just keeps on coming back. Indeed I believe this is Deputy Lowe’s 10th debate on…

I made this speech in this debate on non-contributory benefits. I do welcome this amendment as I do the increases in benefits limitation. When we approved the benefits changes it was sold partly on the fact that it would bring more people into income support, which would mean they would…

I made this speech in the debate on the annual report of the contributory benefit scheme. I’d just like to pick up on the aspects that overlap the mandate of HSC and in particular the resolutions arising from our Partnership of Purpose policy letter. As acknowledged in this report, the…
